All Phase I Environmental Site Assessment (ESA) are performed by the
owner, William M. Daly, P.E. LEED AP, and in compliance with ASTM E1527-13
Standard Practice for Environmental Site Assessments: Phase 1 Environmental
Site Assessment Process.
I will personally visit your site to assess the historic and current uses of
the property, perform a regulatory review and interview the current property owner
or owner’s representative and other knowledgeable parties.
I will provide you an
ESA report which will identify any environmental concerns which could prove to be
a financial liability and negatively impact your property value. ASTM E1527-13
Phase 1 Environmental Assessment protocol is specifically designed to be conducted
prior to escrow closing to protect you from assuming an unknown environmental
liability.
The federal government acknowledges every property purchase and sale involves a
degree of environmental risk, and offers landowners limited liability protection
from future risk. In most cases, Phase 1 Environmental Assessment prior to purchase
will conclude either there is negligible risk, or risk that can be managed or eliminated
prior to escrow closing. In those cases, ASTM E1527-13 Phase 1 Environmental Assessment
prior to purchase satisfies one of the requirements for innocent landowner, contiguous
property owner and/or bona fide prospective purchaser liability protections against the
cost of future environmental cleanup, should it ever become necessary or desirable to apply.

valid Phase 1 Environmental Assessment was completed prior to purchase.

The scope of the Phase I Environmental Site Assessment:
- Aerial photography of your property taken with our in-house drone
- Interviews with past and present owners, operators and occupants
- Review of historical sources for information
- Review of federal, state tribal and local government records
- Visual inspection of facility and adjoining properties
- Commonly known and reasonably ascertainable information
- Degree of obviousness at the property and the ability to detect the contamination
- Search for environmental cleanup liens
- Assessments of any specialized knowledge or experience of the prospective landowner (or grantee)
- An assessment of the relationship of the purchase price to the fair market value of the property, if the property was not contaminated
- Commonly known or reasonably ascertainable information
The Phase I Environmental Site assessment (ESA) report is in compliance with ASTM E1527-13 standards and are in strict conformance with All Appropriate Inquiry (AAI) and contains chain of custody, lien search, and rigorous vapor investigation and including Vapor Encroachment Survey, if required.
The report will also include an aerial photograph of your site taken from our in-house drone.
